Margot Robbie will reportedly be returning to the newly planned DC Universe aka DCU as Harley Quinn, the role she has played several times pre-reboot.
James Gunn’s newly planned DC Universe over at Warner Bros. has already recast some of its major superhero characters, such as how David Corenswet will be taking on the Man of Steel torch from Henry Cavill in Superman: Legacy.

Despite certain characters being recast, not all are being replaced as Gunn has teased in the past that some actors from the Snyder era may be returning for the newly rebooted version of the DC Universe.
Margot Robbie’s Harley Quinn Returning?
According to an industry tipster that goes by the name “MyTimeToShineHello”, Margot Robbie will indeed be returning to star as the iconic Harley Quinn for the DC Universe. However, this has yet to be confirmed by anybody over at the studio, so take this news with a pinch of salt.
Gunn has mentioned in the past that elements that worked well in the DCEU may be carried over to the newly planned DC Universe, one element potentially being certain castings. One example is how Ezra Miller has been hinted to return as the Flash, however, nothing concrete has been announced as of writing.

It’s currently unclear as to which DCU project Robbie’s Harley Quinn could be set to return as Harley Quinn in, assuming she is attached to anything yet.
Reminder: Lady Gaga’s Harley Quinn Not DCU’s
Lady Gaga is also set to play Harley Quinn in the Joker sequel Folie à Deux, where she will star alongside Joaquin Phoenix’s Arthur Fleck.
However, Gaga’s Harley Quinn will exist inside Warner Bros. Pictures’ “Elseworlds”, which is a collection of DC projects set outside of the main “DC Universe”.

This means that there will most likely be two live-action Harley Quinns in DC franchises being produced over at WB, something to prepare yourself for.
